The link in his original tweet was blocked outside of the US, but after a little searching I think this is the same video.
So to answer the original question: I think it's a very 80's unrequited love time thing. With some very dodgy miming on the video, but would welcome 2nd, 3rd and 4th opinions. Anyone?
